2 arrested on warrants face charges, Davenport Police say

Two suspects face charges after they were taken into custody Friday afternoon in Davenport.

Police told Our Quad Cities News crew that, about 12:30 p.m., officers took two wanted suspects into custody in the 1300 block of East Locust Street. Our news crew saw multiple law-enforcement cars at a gas station in the area.

Terrance D. Harris, 31, faces a charge of possession with intent to manufacture/deliver meth. He was being held Saturday in Scott County Jail on a $25,000 bond, court records show.

Police told Our Quad Cities News that Lance L. Scott, 24, faces charges of felon in possession of a firearm, prohibited acts – manufacture, delivery, conspiracy or possession with intent, eluding – speed in excess of 25 mph over the limit plus participating in a felony, escape of a felon, second-degree burglary, domestic abuse assault – injury or mental illness – first offense. He was being held Saturday on a total $2,000 bond in Scott County Jail, court records show.

Court documents show Scott was wanted for parole violation.

Earlier incidents

On Oct. 5, 2023, Davenport conducted a traffic stop on a silver Ford Fusion because it did not yield at a steady red light, police allege.

Harris was driving, and had a passenger. Officers conducted a probable cause search of the
car. Officers found a clear plastic bag with numerous small blue round pills. These pills had a “M” imprinted on one side and a “30” imprinted on the opposite side. They weighed 11.7 grams. These were suspected to contain fentanyl, according to arrest affidavits.

The passenger was arrested for possession with intent to deliver fentanyl under 50 grams and drug tax stamp violation. Harris was released pending further investigation, affidavits show.

Affidavits say the pills seized in the case were tested at the Iowa DCI crime lab and tested positive for fentanyl.

Detectives drafted an Iowa search warrant for the cell phone the passenger had. Detectives located messages between the passenger and Harris discussing the sale distribution of Perc 30 pills, according to affidavits Additionally,the passenger said, after being read the Miranda Rights, that Harris supplies the passenger “with large quantities of methamphetamine and pills containing fentanyl” to sell.

Harris is set for a preliminary hearing Feb. 13 in Scott County Court.
